Steven Weber and girlfriend Kenesha Antoine were enjoying a bucket list vacation in Tanzania and were staying in a cabin that was partially submerged underwater.
Video shows Mr. Weber swimming proposing to Ms. Antoine, while she watched from a window underwater.
Mr. Weber had written on paper enclosed in plastic: "I can't hold my breath long enough to tell you everything I love about you. But… Everything I love about you, I love more every day!"
Turning the note over it continued, "Will you please be my wife? Marry me???"
In a Facebook post by Ms. Antoine, she revealed that Mr. Weber never made it back to the surface alive.

She wrote, "never emerged from those depths".
The US Department of State only confirmed that a US tourist died in Tanzania.
