Black man suing the city of Galveston after police led him in handcuffs while riding horseback

Donald Neely, 44, was led through Galveston, Texas by a police officer on horseback back in 2019.
Photos of the incident quickly gained national attention and now Neely is suing Galveston, Texas and it’s police department for more than $1 million
Neely was handcuffed and tied to officers on horseback as they led him down a street for an alleged trespassing offence.

Charges eventually were later dropped and the police department issued a public apology and promised to implement department changes and provide more training to officers.
Officers were seen leading Neely down the street with what appeared to be a rope tied to the handcuffs.
